Extremely rare and unusual but I have seen these before and this is one of them. Many antique homes had upstairs porches. These porches had windows with large bottom sills. People would mount a flag outside this porch rail to decorate their house. This is that exact hardware piece from the 1800's in heavy duty cast iron with about a hundred layers of white paint. It edge mounts on the perfect angle to fly a flag. Yes, you can probably find one at Home Depot to do the job but it won't be actual original old house hardware. Very strong and sturdy. Flag pole hole is 1 1/4". Measures 9" long. I believe that once you put the pole through both holes, it would either bottom out and stay or you can screw in a screw to stop it coming out.
