In December of 1939, the naval Battle of the River Plate that took place off the Uruguayan coast brought a damaged German pocket battleship, the Admiral Graf Spee, to Montevideo's harbor for repairs. In June 1940, Germany threatened to break off diplomatic relations with Uruguay. Germany protested that Uruguay had given safe harbor to HMS Carnarvon Castle after it was attacked by a German raider. The ship was repaired with steel plate reportedly salvaged from Admiral Graf Spee .
