Item description from the seller:

This is a sector ruler, a rare insturment used primarily for calculating artilleery angles and distance on the battlefield (1700 – 1800’s). The brass numeric scale and French scipt engraved all over on two flat arms connected on a circular hinge. It is 6 inches long folded and in good condition, the brass is discolored not cleaned. I translated some of the words to the best of my ability (not in order):
